| FAIR FORMULA: The User Cannot Regenerate Chakra or Health while the sheild is on, neither can they the turn after it is turned off.
if that works, then it is fair.
THE ONLY JUTSU THE USER CAN DO WHILE IN THE CHAKRA SHEILD, IS DISABLING THE SHEILD. |

| no when i use it on begining its turned on i can't do anything and all dmg that would be done to me is using my chakra...till i disable the shield
