Back to the subject, even if you did have premium membership you probably wouldn't be able to make another jutsu. Considering you have made a million jutsu's!!!

I have made only a few(like 7) and i always replace 1 old jutsu with the 1 new jutsu. I wanted to make this stronger than Lupynken so i could replace it, and i havent even made a new jutsu in like 2 or 3 months. Last one i made, anti threw a big fit about it.

Bao, no. Admins can only decide, and I dont think you can replace them like that, all of your jutsu's would be strong anyways.

okay, well, Lupynken is my first jutsu that i ever had(approved and inside my bank). um, i would like to have a new and powerfuller clan jutsu to replace 'ol Lupynken.
