it consums 30% of your chakra to use? So if u currently have 100 chakra, it takes you down to 70... or if you have 10 chakra, it takes u down to 7... and yet you will still be able to use your jutsu with 10 chakra...

I guess my point is, you can still squeez 30% from 1 chakra point. You'll end up with .7 chakra, and you still can take 30% from .7...

My point is... you will be able to use this jutsu forever.

Aigoro, its from base chakra, in other words, it will always reduce 30 chakra from him. for someone with 50 chakra, he'll end up losing 15 chakra everytime its used. Base means original chakra. As for this, Maria is head admin and if she says no, then its no, besides, I have to agree with her on this one, there is a rule that says you cannot create more then 3 jutsus for a premium character, sorry...
