Note the part that says only official kages and previous official kages get the boost, meaning no boost for Yume, but boost for me XD

8 jutsu makes the most sense to me, except that it should change with rank, as it would realistcly-

ex.
Academy student- 2-3 Jutsu
Gennin- 3-4 Jutsu
Chuunin- 4-5 Jutsu
Jounin- 5-6 Jutsu
Sannin- 7-8 Jutsu
Kage- 8-9 jutsu

This way it would most reasonably make sense.
