u forgot special Jounin, unless S. jounin can share the same amount with Chuunin or Jounin

oopsies,
Special Jounin/Anbu- depends, if more towards chunnin, then chuunin level, if more towards jounin, the jounin level.

And makes more sense, a person a jounin level shouldnt have a jutsu amount equal to a gennin or academy student.

Eki didnt want me to upgrade the jutsu limit so he used the excuse

"it never passed" even though it got majority vote

Gold/Silver Members +3 extra made-up jutsus

Academy Student = 4 jutsus

4 type D jutsus

for Genin = 5 jutsus

3 type D jutsu
1 type C jutsu
1 type B jutsu

for Chunin = 7 jutsus

4 type D jutsu
2 type C jutsu
1 type B jutsu

for Tokubetsu Jonin = 9 jutsus

4 type D jutsu
3 type C jutsu
2 type B jutsu

for Jonin = 10 jutsus

4 type D jutsu
3 type C jutsu
2 type B jutsu
1 type A jutsu

for Sannin/Kage= 12 jutsus

4 type D jutsu
3 type C jutsu
3 type B jutsu
2 type A jutsu

I just dont understand why you guys think the table is too powerful...

Naruto already knew Kage bunshin, Rasengan, Summoning Technique all when he was only a Genin...

Sasuke already has Chidori, Fire Release: Great Fireball Technique, Sharingan...

My point I guess is that if a person works hard for his character, he should be rewarded...

I think the rest of the values are appropriate.
