Note: If Sharingan Eye is not active before using this jutsu, Half damage will be dealt to the user as well

I see the counterparts only thing is Unblockable which means they can dodge this with Body Replacement?

what if a user, me for example, has less than the speed requirements but already knows Chidori. Do I get to keep my jutsu?

yes but you can't use it, these requirements just make it more like the anime, as sasuke needed to train his speed to use it.
