As a regular member you are allowed one jutsu at your rank and you can not modify it ever unlike the premium members

Mmm that would kind of suck for other members Eki, specially those who have characters that are really experienced in battle but don't have membership. RP'ing would really limited by the lack of jutsus, unless a huge jutsu library is made, which would still be kind of bad, for say ANBU; Their opponent might have the same jutsu which would really suck for them.

I know this is still tempirarily on hold, but I think it is a bad idea to limit the creation of jutsus.

that opinion should have had more weight... if only you didnt let your Adminship go...

lol its too late we have 9 people and thats what im keeping it at.... heck im even unhappy about 9 people... its fair because there will be a huge list and ANBU for example will have different jutsu that are like say forbidden meaning you have to either Steal the jutsu scroll (as an adv. missing Nin), buy it off the black market (reg. missing Ninja) or Request it as an ANBU/Kage

So when are you going to Iron up the rules for jutsu creating? I'd like to have my paper jutsus approved soon.
