Second, because this is not a Canon Jutsu(i.e. Anime/Magna) this is a custom Jutsu.
To create it here requires Creation coins or special favor. Also, please be advised that the
parent fourm did state, "Exchange creation-coins, obtain from the battle-arena, for your own
unique creation of; villages, equipment, summonings, jutsus, blood-lines, and also clans." in
its description and it applies to all child fourms of that parent fourm.
