Every fuuton has a problem, other than Rasengan. I can't reformulate them.. so I leave that to someone else.

Reppusho has the formulation of an A-rank jutsu.
Kaze no Yaiba has the formulation of a D-rank jutsu.

Reppusho is not a damaging Jutsu. It is a boost so what Boost Jutsu in A-Rank are you comparing it to?

Yes it could, but that would require you to spend in both Attack and Wind Affinity to get it up into the 1000's. Hmm so saying that you could get your attack (assuming 100 in each) to (100x100)/5 = 10000/5 = 2000. This replaces your attack value. Now then, this still does not do damage and any damaging Jutsu that uses this is still affected by the Cap. So while it looks neato to have all of this damage coming at you, unless they are paying pretty much all of their chakra they aren't getting the end result of massive damage. While I agree it could probably be reworked I have no real bases to make the changes because most of the things here don't scale their bonuses and this one does. I will look into it but I can not promise any change today as I will have to come up with a standard.

Well I stand by my other argument. At the cost of 30 chakra, deal the damage equal to a 5 chakra jutsu! How awesome!!!!

That is true and I am working on a thread to eaqulize the way jutsu are formulated.
