Village Colonization

I was thinking of a village war update, How about if a village is defeated 3 times by the same enemy village, they can get colonized? by colonizing i mean

* You get a set amount of Income that comes into the village (like 25 or 50)
* You get to set some of the rules
* You have same Power to the Village As Much as Kage

But
if they win a village war against the ruler they get free, if they lose, then the tax price goes up

Akatsuki also had a treaty with Star Village so the first colonized village is the star village

What if... like for example, whats happening to Konoha now...

The current Hokage has welcomed Akatsuki colonization but someone in Konoha opposes...

Will the opposing party have to attack and defeat the Hokage inviting Akastuki or attack Akastuki itself to prevent Akastuki colonization?

no, the leader agrees to it and it is done, you can try to liberate it but if you fail there will be consequences, just like in real life
