I would like if its not too much to ask for the following to be implemented

No villager can leave his own village unless he becomes lvl 22 or Jounin level, which ever comes first.

Reason: I dont want to teach students in Konoha only to defect to Akatsuki.

Alright... Id like a rule to prevent anyone from leaving unless he wins a challenge from his respective team mate.

Like if Naruto won against Sasuke that time... Sasuke would never have left Konoha.

A fight will determine if someone can leave or not.

ok Aigoro your making it too hard to leave i think it should be:

if you get to chuunin you can leave automatically
and
if you want to leave while a genin you must fight a fellow genin of your village and win. If no one will fight you. you can automatically leave.

That sounds good to me Very Happy

How about this:

Shinobi can leave their village at rank chuunin+ or lvl 22 but they will be listed as "Missin-Nin" in their former village.

Also, The Kage can give mission to the missin-nin's teammate like return Sasuke to Konoha etc.

Those shinobi (Players) that abandon their village will also be listed in the "Missing Ninja Hideout." Which they still can join another village.

---> What if The Missin-Nin's Team mates capture him/her back?
Their name will be striked(not remove) in the list.
