1. Must not be a nomad, missing ninja, or akatsuki or anything like that

2. You cannot switch your village as soon as you become a Sanin no exceptions, unless ofcourse you get special privelages from Eki or the Current head admin by a really valuabe reason

3. You get special skills

not the rules, but the naruto world... the 3 great sanin, Jiraya, Tsunade & Orochimaru were a team when they became sanin... so to become a sanin, I was thinking you should also be part of a team and defeat a really hard opponent... just a thought I guess

You could just change "Sanin" to "Sennin". Sanin meaning the 3 ninjas, and Sennin meaning a hermit.
