Each Jutsu will have a number of users.

D-Rank: All players may learn
C-Rank: Half playing population may learn
B-Rank: Quarter population
A-Rank: Five players or a Clan may learn
S-Rank: 1 player

This will foster rarity of the jutsus and uniquness of combinations.

I just realized, I think all this work is going to be moot and useless if its hidden to other members for them to at least take part of the idea process and give their own opinion. to make them feel like a part of it and start gaining notice and interest.
