Regarding my core jutsu (/Kekkai Genkei), I'd have to get creation coins to implement it wouldn't I as technically speaking it only appears in one of the naruto movies it not considering canon is it? Or is it acceptable as long as I'm the one that formulates it to a good standard? As I'm a little confused about the details really.

I want to clear all of this up before I go to complete my background story as obviously it would have a pretty big impact on my character and probably those around him.

You can submit your clan and abilities you want approval on Costum clan creations, and have them approved for Role Play.

To have them used for Roll play, you would need to gather the necessary CCs to have them approved completely.

Would it be classed as a custom clan though? And what are we defining as canon in the anime/manga/movies or all three?

What would be the best thing to have Steel Release an offshoot from? I could put it as an offshoot of the lightning clan and put a little bit of history behind it to explain how it came about?

Each jutsu will be seperately approved still... I dont think we have to worrie about the details just yet.

If a clan is found to be Canon, we could just move it to the canon section.

We should make a seperate law about joining Canon clans.

Why should canon clans be judged differently?

i feel that all clans should be judged the same.

problem is that, canon clans would already exist as canon characters are available to battle with already... and we'd already had approved their abilities and such...

it wouldnt be fair for those that want to join a canon clan to not be able to have a say about how their jutsus should act... in my opinion.

and if they would agree to the canon abilities, would they need to pay CCs to join canon clans since you nee to pay for making your own? or would they pay a lesser amount?

You do know that that will lead to custom clan members always struggling against canon clan members right?
